Petition for Determination of Residency
Residency status is noted on official admission letters. Admitted students who are not initially granted Resident: In-State Tuition but believe they qualify under the University of Illinois System Residency Status Policy may submit the Petition for Determination of Residency Status to have their residency re-evaluated by the Office of the Registrar.
The residency policy is set by the Illinois Government and the University Systems Office. Before submitting a Residency Petition, visit the University Academic Programs and Services residency website. Residency Petition Submission Windows
A Residency Petition must be completed in full and received by the Office of the Registrar by the posted deadline. Late petitions will not be accepted. See page 3 of the petition form for information on how to submit the petition.
- Fall: July 1 – September 1
- Spring: December 1 – February 1
- Summer: April 1 – June 1 (students must be enrolled in the summer term to submit a petition)
Waiver of Nonresident Portion of Tuition for Employees
The nonresident portion of tuition is waived for:
- Academic and staff employees on appointment for at least 25 percent of full-time service with the University of Illinois System and with certain specifically identified related agencies, provided the appointment requires service for not less than three-fourths of the term. This includes employees of other State Supported Institutions.
- Teaching and professional staff (such as counselors, school psychologists, school social workers, librarians, and administrators) in the private and public elementary and secondary schools in Illinois who hold appointment for at least 25 percent time for not less than three-fourths of the term.
- Spouses and dependent children of:
- Academic and staff employees and graduate assistants on appointment with the University of Illinois System and certain specifically identified related agencies for at least 25 percent of full-time service.
- Faculties of state-supported institutions of higher education in Illinois holding appointments of at least 25 percent time, provided the appointment requires service for not less than three-fourths of the term.
- Fellows and trainees who are appointed as teaching assistants to the fullest extent permitted by their fellowship appointment.
***Dependent children are those who qualify as dependents for federal income tax purposes.
A Certification of Employment for Resident Tuition Waiver request must be completed every term the student is enrolled. It must be completed in full and received by the Office of the Registrar by the posted deadline. Late submissions will not be accepted.
- Fall: July 1 – September 1
- Spring: December 1 – February 1
- Summer: April 1 – June 1
Residency Options for U.S. Military Members
Option 1: A person who is utilizing U.S. Military Chapter Benefits will be assessed in-state tuition for the period during which they are utilizing their military education benefits.. The UIUC Office of Veterans Affairs will verify residency status under this rule for each term and require supporting information and documentation. Contact the UIUC Office of Veterans Affairs for assistance.
Option 2: A person who is on active U.S. military duty and stationed in Illinois will be deemed a resident as long as the person remains stationed, present, and living in Illinois. This status shall be extended to the person’s spouse and dependent children.
A Certification of Military Assignment in the State of Illinois request must be completed every term the student is enrolled. It must be completed in full and received by the Office of the Registrar by the posted deadline. Late submissions will not be accepted.

- Summer: April 1 – June 1
Option 3: Students who do not qualify under Option 1 or Option 2 can only qualify for in-state tuition if they meet the residency requirements under the general residency policy. See section one, Petition for Determination of Residency at the top of this page.
